[1] We are all agreed that the appeal should be allowed, that the decision of the Federal Court dated February 28, 2019, in file T-1139-18, should be set aside and that the appellant’s motion, filed with the consent of the respondent on January 28, 2018 should be allowed only to the extent that the appellant, within 20 days of the date of this judgment, shall serve and file the Application Record in electronic format, including the Certified Tribunal Record, in accordance with the provisions of the Practice Direction of the Federal Court regarding COVID-19, Update #7, issued by the Federal Court on January 18, 2021.

[2] The appellant should have his costs of the appeal fixed in the sum of $300, all inclusive.
