REASONS FOR ORDER OF THE COURT

(Delivered from the Bench at Montréal, Quebec, on September 26, 2017.)

[1]  The motion for recusal is dismissed.

[2]  The principle set out in R. v. S. (R.D.), [1997] 3 S.C.R. 484, whereby there is a strong presumption that judges will render justice with complete impartiality, is all the more applicable when it involves rulings by a unanimous court of appeal panel.

[3]  Essentially, Mr. Jean-Pierre’s motion stems from the fact that he does not agree with the decisions made by the administrative tribunals and those made by the panels that decided applications for judicial review of those decisions. Furthermore, Mr. Jean-Pierre began jumping to conclusions, which led him to utter statements that could have serious consequences if they were repeated.

[4]  In our view, a reasonable and well-informed person, viewing the motion realistically and practically and having thought the matter through, would in all likelihood conclude that the motion is not well founded and that the Court will make a fair ruling.
