REASONS FOR JUDGMENT OF THE COURT
(Delivered from the bench at Montréal, Quebec, on November 8, 2006)
[1] We do not find any error in the decision of Mr. Justice Pinard of the Federal Court that would warrant our intervention. Making the necessary changes, the reasons rendered today in file A-624-05 apply to the determination of the issues raised on appeal in this case.
[2] For these reasons, the appeal will be dismissed with costs; however, costs for the hearing will be limited to one set, since there was a joint hearing in dockets A-426-05 and A-624-05.
