     We are all of the view that the motions judge did not make any reversible error which would warrant our intervention.

     The appellant has failed to demonstrate that there exist "special circumstances"1 which would allow him to call the Chief of the Office of Protocol of the Department of Foreign Affairs and International Trade, Mr. Alain Dudoit, as a witness.

     This appeal will be dismissed with costs.
