Motion by the plaintiff to stay implementation of the decision of the Regional Deputy Commissioner Richard Watkins on April 6, 2001 that he cannot authorize private family visits or any other type of visits between inmates until a declaratory judgment is rendered by this Court to determine the rights of inmates in connection with their marriage.

ORDER AND REASONS FOR ORDER

[1]        The plaintiff did not persuade the Court that he would suffer irreparable harm if his application for a stay was denied. Consequently, the application for a stay of the decision by Correctional Service Canada prohibiting any private family visit or other type of visit between the plaintiff and his spouse Edith Latour is dismissed.
